Windward has provided the Port of San Diego with technical support in addressing contamination in San Diego Bay since 2008. The Port of San Diego is the state trustee for San Diego Bay, and as such, is responsible for maintaining the beneficial uses of San Diego Bay for the citizens of California. To this end, Windward works closely with the Port of San Diego’s Office of General Counsel, serving as a technical expert on sites within San Diego Bay that are under site investigation and cleanup orders from the regional Water Quality Control Board.

Windward’s support includes the assessment of potential impacts on the beneficial uses of San Diego Bay. To date, we have developed bay-wide sediment quality maps and other tools to track and evaluate bay environmental quality, risk-based and beneficial use-protective remediation footprints, and engineering-level remedial cost estimates. We have also provided the Port of San Diego with expert technical and strategic support during settlement negotiations.
